The Goa Panchayati Raj Act, 1994 (as amended) is the primary legislation governing the structure, powers, functions and duties of all Village Panchayats in the State of Goa.

- Gram Sabha: All voters in the panchayat area form the Gram Sabha – the base democratic unit
- Panchayat Body: Elected body comprising Sarpanch, Dy. Sarpanch, and Ward Members
- Term: Five-year term for all elected representatives
- Reservation: Seats reserved for SC, ST, OBC and women
- Meetings: Fortnightly meetings mandatory; Gram Sabha twice a year
- Functions: 29 subjects under 11th Schedule devolved to panchayats
- Finance: Own tax sources, grants from State and Central Government
- Audit: Annual audit by Director of Local Fund Audit
